Encampment Resolution Strategies

From 2024-2026, this project, led by Dr. Sara Shuman, SIROW, will provide evaluation of the effectiveness of select homeless encampment response strategies in three Arizona counties (Yuma, Pima and Maricopa), incorporating the perspectives of people experiencing homelessness, service providers, and community leaders. We believe this will provide actionable and practical information to those working to address homelessness in cities with large unsheltered populations and in turn, to the unsheltered homeless population through improved service coordination and provision.

  • Phase 1: Encampment Resolution Strategies (14 community stakeholder interviews across the three counties)
    • What is currently known about encampment resolution strategies and their effectiveness in Maricopa, Pima, and Yuma counties?
  • Phase 2: Experiences of People in Encampments (300 semi-structured interviews with unsheltered individuals living in encampments) 
    • What are the perspectives and experiences of people who are unsheltered about encampment resolution strategies and service provision?
  • Phase 3: Evaluation of Strategies in Maricopa, Pima, and Yuma Counties (Collaboration with one host agency per county to complete process and outcome evaluations of encampment clean-up strategies)
    • What are the impacts of encampment resolution strategies on client, agency, community, and policy outcomes?
